SUMMARY REGARDING AMENDMENT IN PUNJAB POLICE DEPARTMENT (MINISTERIAL POSTS) RULES-2017 (CHANGE OF CONDUCT OF TRAINING COURSE IN OTHER TRAINING CENTER APART FROM MPDD)

SUMMARY FOR THE CHIEF MINISTER, PUNJAB

It is submitted that at present, the following number of vacancies in various ranks are lying vacant in Punjab Police Department which are required 19 be filled in by promotion on seniority-cum-fitness basis, of the relevant category after successful completion of mandatory training from MPDD:

i) Superintendents (BS-17)  =86

ii) Assistants (BS-16) = 258

iii) Senior Scale Stenographers (BS-16) =44

iv) Senior Clerk (BS-14) =110

Total = 540

2. According to Punjab Police Department (Ministerial Posts) Rules-2017 (Annex-A), training from MPDD has been declared mandatory for various ranks of ‘Ministerial Staff for their promotion in next ranks as per detail given below:-

i) Assistant to Superintendent = = 4 weeks:

ii) Senior Clerk to Assistant = 2 weeks

iii) Stenographer to Senior Scale Stenographer  = 2 weeks

iv) Junior Clerk to Senior Clerk = 4 weeks (Case moved to Govt. for 02 Weeks Training)

3. As mentioned above, total 540 posts in these ranks are lying vacant in Punjab Police Department. A large number of ministerial Staff is waiting for their promotion in next ranks and some of them are going to retire in near future without earning  their promotion. This department is unable to promote officials immediately due

to the reason that MPDD is unable to train such a large number of ministerial staff of Punjab Police Department due to its busy schedule. A large number of officers/officials of ministerial cadre of Punjab Police Department could hot undergo aforementioned training course which halted their promotion.
